On 24-25 April 2020, Guangdong University of Petrochemical Technology (GDUPT) assisted in organizing the International Scientific and Practical Online Conference on “Current issues of administrative, maritime and space law in the context of counteraction to coronavirus disease (COVID-19)” with Scientific Institute of Public Law (Kyiv, Ukraine), Odesa University of Internal Affairs of the Ministry of Internal Affairs of Ukraine and other universities and institutes. This university is a key partner of the International Society of Philosophy and Cosmology since 2019. Society has a series of research projects for fruitful collaboration, even during the global COVID-19 pandemic.
Both days were moderated by Prof. Denys Svyrydenko, Vice-President of the International Society of Philosophy and Cosmology. Over 60 professors, experts, and scholars from China, Ukraine, Russia, Kazakhstan, Poland, and Slovakia attended this online conference. Society was involved in the organizational activity trying to promote international cooperation between all the mentioned countries in the scope of the Belt and Road Initiative. Prof. Valentyn Halunko, Honored Director of the Scientific Institute of Public Law (Kyiv, Ukraine), Prof. Peng Zhiping, Vice President of Guangdong University of Petrochemical Technology (Maoming, China) and Mr. Deng Chongke, Director of Foreign Affairs Bureau of Maoming Municipal Government (Maoming, China) and other members of Conference organizing committee were invited to address at the official conference opening section.
Prof. Valentyn Halunko, the Head of the Conference organizing committee, spoke highly of this conference held during the special period. In his viewpoint, all the countries worldwide are combatingthe Coronavirus Disease Pandemic, and scientists and medical practitioners from all over the world are actively sharing scientific data and useful information on treatment protocols. However, the main burden of countering COVID-19 lies in public administration and the adoption of legal rules and administrative acts. In such a case, it is of considerable significance to hold this conference to study legal and regulatory problems. China has achieved great practical success in the fight against COVID-19. Ukrainian scientists should learn from their experience. At the same time, Ukrainian scientists have extensive experience in the rule of law, which can also be learned by Chinese scientists.

The Сonference received 41 academic papers and abstracts from the Chinese experts and scholarsfrom the South China University of Technology, Guangdong University of Foreign Studies, North China University of Technology, Chongqing University, Ningbo University, Guangdong University of Petrochemical Technology. Eleven scholars from China delivered academic speeches and discussed the related questions with other scholars abroad. The speeches and discussions covered the legalization mechanism, social governance, maritime and space law, national systems, promotion of traditional Chinese medicine, natural ecological protection, disclosure of epidemic information, evaluation of prevention and control under the current situation of combating the COVID-19 in the world.
Experts and scholars highly appreciated the success of the conference and thought it was a more meaningful academic action during the epidemic. This conference helped the scholars share the Chinesemeasures and experience of fighting against the COVID-19 and learn from each other in different perspectives of legalization and governance, etc. It also stimulated the participants’ interest and enthusiasm to strengthen the academic collaboration and exchange between China and the countriesalong the Belt and Road.
